1967 - Finished his Master of Arts degree in University of Minnesota.

1969 - Joined the U.S. Foreign Service.

1970 - Became a junior officer at the American Embassy in Guatemala City.

1974 - Served as U.S. political observer in Santiago, Chile.

       - He also served as a U.S. political observer in Cape Town, South Africa.

1979 - He was the head of the liaison office at the U.S. Embassy in Harare, Zimbabwe.

1985 - Acted as Director of the Office of Southern African Affairs.

1990 - Served as a U.S. Ambassador to Republic of Zambia a Country in Southern Africa.

1991 - Nominated by President Bill Clinton (42nd President of the United States) as a U.S. Ambassador to Venezuela.

1996 - Served as an Assistant Secretary of State for the Western Hemisphere.

1998 - He served as a U.S. Ambassador to Mexico.
