David Fanning, CFRE

David Fanning, CFRE is Vice President for Development for the Bipartisan Policy (BPC) center in Washington, DC.  The BPC is a non-profit organization that was established in 2007 by former Senate Majority Leaders Howard Baker, Tom Daschle, Bob Dole and George Mitchell to develop and promote solutions that can attract public support and political momentum in order to achieve real progress. The BPC acts as an incubator for policy efforts that engage top political figures, advocates, academics and business leaders in the art of principled compromise

Prior to BPC, Dave was the Director, Individual Giving, for the Paralyzed Veterans of America (PVA). Under his leadership, major and planned gift revenue totaling over $50 million, has increased over 600 percent since 1999.  Costs have been reduced by over 50%.

During his thirty year career in fund raising, he has personally helped to secure over $1 billion for charitable organizations. Prior to joining the PVA, Dave was the National Director of Major Gifts for the March of Dimes.  In this capacity, he was responsible for securing over $30 million in pledges and gifts.  These included the largest outright and planned gifts in the organization's history.

Prior to the March of Dimes, he was the Executive Director of the Campaign for the White House Fellows Foundation. Securing the leadership of Colin Powell, David Rockefeller, Elliott Richardson, Jane Cahill Pfeiffer, Dana Mead and others, Dave successfully launched the organization's first capital campaign.

He has also served as Chief Development Officer of the Sheppard Pratt Health System, Baltimore, MD, and President of the United Methodist Homes Trust in New York and Pennsylvania.  He was also the Planned Giving advisor to the United Nations establishing their planned giving program and their first $1 billion planned gift.

Dave was one of the youngest graduates in the history of the State University of New York at Binghamton.  He received his BA at age 20 after only 19 months of study. He holds a Masters from the George Washington University.  His graduate work: "Postmortem Trust Reformations" produced a favorable court ruling in Pennsylvania.  He has testified twice before Congress on planned giving issues.

Dave was a founder of the National Committee on Planned Giving and has lectured extensively before AFP (NSFRE), CASE, AHHA, NYAHSA and other fund raising and nonprofit groups.
