       – Served in World War II, the Korean War, and the Vietnam War, rising the the rank of lieutenant general.

1960 – Graduated from Prairie View Agricultural and Mechanical University Bachelor’s Degree in Mathematics.

1966 – University of Maryland Master’s Degree in Economics.

       – Graduated from the U.S. Army Command and General Staff College, the Armed Forces Staff College, and the National War College.

1984-1985 – Served as the Director of the Office of Foreign Disaster Assistance in the United States Agency for International Development (US AID).

1985-1989 – Director of Federal Emergency Management Agency(1st black director).

1989-1994 – President of Prairie View A&M University.

1996-1998 – Became the Superintendent of the Washington, DC public school system.
