1900 – Appointed to service, by Hon. W. H. Taft, then President of Philippine Commission.


1901 – Served as chief of bureau of non-Christian tribes.


1903 – Barrows was the author: of the doctoral thesis "The Ethno-Botany of the Coahuilla Indians".


1903 – Wrote the History of Philippines, 1st edition.


        – Prepared the essay on population for 1st Philippine census and the nomenclature of the Christian peoples.


1918 – Served as Commanding Officer of 348th Machine Gun Battalion; became intelligence officer.


1919-1923 – He served as the President of University of California.


1925 – Barrows was appointed Brig.Gen., 79th Infantry Brigade.


1926 – Barrows served as Maj. Gen. Commanding 40th Div., C.N.G.
