1900 - Appointed to service, by Hon. W. H. Taft, then President of Philippine Commission.
1901 - Served as chief of bureau of non-Christian tribes.
1903 - Barrows was the author: of the doctoral thesis "The Ethno-Botany of the Coahuilla Indians".
1903 - Wrote the History of Philippines, 1st edition.
- Prepared the essay on population for 1st Philippine census and the nomenclature of the Christian peoples.
1918 - Served as Commanding Officer of 348th Machine Gun Battalion; became intelligence officer.
1919-1923 - He served as the President of University of California.
1925 - Barrows was appointed Brig.Gen., 79th Infantry Brigade.
1926 - Barrows served as Maj. Gen. Commanding 40th Div., C.N.G.
