1960 – He attended Yale University, where he was admitted to the Zeta Psi fraternity, and graduated summa cum laude with a Bachelor of Arts in history.

1962 – He received a Master of Arts in Economics from Oxford University where he was a Rhodes Scholar.

1966 – He graduated from the Massachusetts Institute of Technology with a Ph.D in Economics.

1966-1968 – As an officer in the U.S. Army, he served as a systems analyst in the Pentagon under Secretary of Defense Robert S. McNamara.

1971 – He was elected as a Democrat to the Ninety-second and to the eleven succeeding Congresses.

1971-1993 – He was a United States Congressman.

1985 – He became chairman of the House Committee on Armed Services, he was recognized as a leading defense authority.

1993-1994 – The United States Secretary of Defense under President Bill Clinton.

1995 – died on the 21st of May in Washington DC aged 56.
